He seems to view this as correlative to a relationship between ideas and political decisions, or between capitalism and democracy. If you read this be careful not to mix up J.L. Hobson, L.T. Hobhouse, and J.L. Hammond or you will be very confused and have to use a lot of white-out on your notes.
