Review # 1 was written on 2014-07-18 00:00:00 Ian Wellsby Question: Why are the governments engaging in violent separatist conflicts even though it is not always necessary? Short answer: For mojo. Long answer: Civil war is a reputation building exercise meant to deter future secessionists. I still think that Barbara F. Walter will never write something better than "The strategies of terrorism." (co-authored with Andrew H. Kydd), but still -- this book is worth reading.
