Review # 1 was written on 2015-02-13 00:00:00 Lorraine Mathews The Wilson administration founded the Russian Bureau to coordinate relief to non-Bolshevik Russia in the wake of the October Revolution. The Bureau largely intended to help Russia help itself by resurrecting trade, rather than by providing direct relief. As a case study, the Russian Bureau shows the increasing willingness of the American government to become involved in foreign relief work, but also the continuing insistence that relief be financed privately, if at all possible. The Bureau served both "pro-Russian" and "anti-Bolshevik" functions. Ultimately, the US proved unwilling to intervene decisively, either with money or arms, to prevent the Communist victory (if indeed the Americans could have prevailed if they had tried). |
