This was the basis for half of my BA thesis in history which was on the disconnection between what was going on in Congress during the American Civil War (this book) and the reactions of local folks (southeastern VA). It was fascinating to read exactly what laws were being discussed and PASSED in Congress compared to what the locals were absolutely certain was going on. To get a modern perspective, look at all the radicals discussing the repeal of Obamacare and then the fact that this repeal isn't getting passed. What the locals were hearing was all the left and right wing outliers while the moderates quietly worked to help the government survive the war. Ever wonder why the Reconstruction period wasn't the Union overhaul that Southerners expected? The moderates were why. My favorite anecdote that I ran across is what occurred in Portsmouth, VA on the day that it was announced that Virginia had voted to secede the union. This neck of the woods was actually very much against secession. Some ladies of Portsmouth were seen to faint in the streets because they were absolutely certain that Lincoln was going to turn the guns of Fort Monroe upon the cities here. This idea never crossed any official desks if it was considered by them at all.

A very enjoyable series of essays on Abraham Lincoln as war President. Written by the major scholars of the Civil War living in the last half of the twentieth century, these essays are about as good as you get in analysis of Lincoln. A joy to read.
