Review # 1 was written on 2013-12-15 00:00:00 Bradley S Moose A note the entries for this volume are somewhat misleading in the sense that it does not indicate that the reprint is taken from the English edition authored in 1914 but withheld from publication until 1921 after the ratification of the Treaty of Versallies, or the earlier German edition published in 1911 prior to the outbreak of the First World War. The volume is actually a reprinting of the later English edition and not the earlier German one this is important because the two texts demonstrate a measurable evolution in the thought and views expressed by Professsor Oppenheim a fact highlighted by James Brown Scott in his prefatory remarks.
