A useful summary, although very focused on the nineteenth century. Alter looks at the German Question from the perspective of the other European powers, arguing that for them a weak and divided Germany was always preferable. Bismarck seized on a number of coinciding factors to make his move in 1871 (Altough where is the Crimenan War in this?), such as British-Russian rivalry in Asia. The reunification of Germany comes off as a miraculous event, perhaps the consequence of a study which focuses only on IR and ignores the sound of the streets.

The essays are based on the argument of when does the Final Solution start. The use of young researchers and at the time newly opened archives gives a fresh look at the age old questions of who planned it, ordered it and carried it out.
