Alter looks at the German Question from the perspective of the other European powers, arguing that for them a weak and divided Germany was always preferable. Bismarck seized on a number of coinciding factors to make his move in 1871 (Altough where is the Crimenan War in this?), such as British-Russian rivalry in Asia. The reunification of Germany comes off as a miraculous event, perhaps the consequence of a study which focuses only on IR and ignores the sound of the streets. |
