Adds to the context of the debate around the Russian revolution, Kautsky’s formula is essentially that the proletariat is ever growing due to the tendency towards monopolization of capitalism, and these new proletarians join the struggle for democracy. So democracy is inherently part of the working class struggle. This is largely used by Kautsky to emphasize the belief that the current state can be transitioned into a socialist democracy through parliamentary means.
