A few interesting readings The book came out in 1984 Contains the 20 page essay Congressional Responses to the Twentieth Century by Samuel P. Texts have been shortened or condensed to make their main argument clearer and many footnotes have been pruned. We have also prefaced each essay with a headnote that introduces each article's leading points or puts its argument in context. We would strongly urge you to read these headnotes before tackling the articles, since they might help you through a few occasionally difficult or obscure passages. Interesting take on the policy making process. Definitely thought provoking, even though I disgree with some the suppositions, arguments, and conclusions in the book.
