I thought the author put together a well-written analysis of the topic - how and why the Monroe Doctrine was formed the way it was. He approaches the policy through three possible reasons for it being formed as it was - personal convictions, international politics, and/or domestic politics. I won't spoil what the author concluded. Potential readers should know the book is short on the actual substance or impact of the Monroe Doctrine, and long on the domestic and international conditions contemporary with its proclamation. There is virtually no discussion of the effects of the Monroe Doctrine after 1823. This book is also available for free on archive.org.
