The author has an M.B.A. in applied economics from Iowa State University and a Ph.D. in Public Policy from George Washington University. Mr. Eland has belonged to the libertarian think-tank The Cato Institute, and has worked for the U.S. Congress in national defence and foreign affairs issues. He is currently at the non- partisan think tank, The Independent Institute in Oakland, California as a senior fellow and Director of the Center on Peace & Liberty at the institute. He writes about the negative consequences of the American power projection around the world and how both political party members in the USA should be against such actions.

In 1992, DOD planning document spells out. Paul Wolfowitz' goal of AMerican global dominance, un paralleled U.S. military power to intimidate rivals and give allies confidence, obviating their own military build up. But all post WWII administrations have tried to maintain U.S. dominance. (e.g. Clinton's bombing of Serbia, ostensibly to stop ethnic cleansing of Kosovars actually fueled it). What is different is that the Bush II administration is the first to praise the American quest to dominate as a goal in itself (as opposed to humanitarian reasons).
