A document by document account of the indictment of Slobodan Milosevic by International Criminal Tribunal for the former Yugoslavia, (ICTY) the authors also present an informal indictment of the UN, NATO and particularly the United States and the United Kingdom in negotiating with Milosevic while his forces were carrying out crimes against humanity. While the legal case dragged on (and on) the politicians refused to lift the arms embargo against all sides, making it impossible for Bosnia to defend itself while Milosevic supported and armed proxies. that were facilitating each of the counts against Milosevic, Radovan Karadzic and Ratko Mladic which were crimes against humanity (enslavement, torture, rape, deportation), genocide (intentional attempts to destroy a national, ethnic, religious or racial group) and violations of the laws or customs of war (wanton destruction of population centers, attacks on undefended population centers, willful damage or destruction of religious, educational or charitable institutions). The ICTY indicted the three based on their individual, personal responsibility for these horrendous acts, responsibility that included carrying out the crimes themselves, commanding others, such as members of the armed forces, concentration camp guards and commandants or members of police forces, or being complicit in allowing the crimes to happen. They were meticulous, complete and almost fastidious in building cases against lower level criminals to show how Milosevic and the others had authority and control over those who reported to them. It is a dismal tale--Cigar and Williams don't shirk describing the horrors of life and death in the "safe havens" of Srebenica, Gorazde, Sarajevo and other places, some of which have become shorthand for atrocities committed against helpless civilians. Events after the publication of "Indictment at the Hague" include the heart attack and death of Milosevic while awaiting the verdict of his four year trial and the ongoing trials of Karadzic and Mladic.

Extremely difficult read as this is a series of papers cobbled together. The assumption in this series of essays is the underlying understanding of the topic. From this point of view I did not have the knowledge of the topic and therefore struggled with the understanding of the points or issues being discussed. I would not therefore recommend this to anybody other than students with knbowledge of the topics being discussed.
