This is a Rand report on efforts to include women in Afghan nation building initiatives, from recruiting for the military and police forces, to NGOs which use midwives' access to women in order to help them talk their sons out of joining extremist groups. This is well-organized and useful for best practices, although it is upfront about the underlying problems being bigger than women's inclusion can really solve.
