I first read these two volumes some years ago and thought they were mediocre. There is a pervasive pro-subject bias that discourages the readers. Controversies are often minimized and tangents distract the reader making the set appear less authoritative. Those criticisms remain true. However, I have a greater appreciation for the subject matter. The first volume contains formal law enforcement types and provide overviews of many recognizable and well-known people. The second volume consists of 'pursuers of justice' meaning non-law enforcement folks. Each entry is written by a separate author and includes further readings. The content of the second volume, especially has unique content. It includes some of the only print references I have seen on people like Curtis Sliwa and Dr. Henry Lee. However, the unabashed positive spin on many of the subjects made it difficult to read some entries; the contributors of other entries improved the set as a whole. Of particular merit are the entries on Wyatt Earp and Mark Fuhrman. This is one of the few reference biographies of Earp that questions Earp's (and other western marshals) commitment to law enforcement by pointing out their reputations, transient ways, and interests in vice establishments. Fuhrman's story begins with the fall out from the OJ Simpson trial and redemption in his new career as an author. It is a rather interesting look; but again, the controversy was glossed over in favor of his excellent writing and methodology. In sum, there is a lot of good and bad making it difficult to recommend. The unique content and general overviews are useful and insightful, giving the set a slightly better-than-average rating.

it doesn't have a mechanism to note victories by cheating, so Trump voters will say it is a fraud because obviously Trump won every election.
