Identity Before Identity Politics
While not the most exciting read around, this is a really detailed look at how the United States instituted a comprehensive policy aimed at radicals in the early third of the 20th century. It looks primarily at immigration policy and efforts to restrict immigration and to deport radicals. It does a good job of showing that this policy was a continuum and the efforts in the late 1910s were linked to efforts earlier in the century -- which is something that is often missed in these discussions.
