The central argument of this book is that Venezuela should undertake a vigorous new phase of industrialization. This is an unavoidable necessity if the country wishes to maintain economic development, reduce external vulnerability and reinforce its democratic system. This goal pertains even in light of optimistic hypotheses about future oil prices. If conditions are less favorable, as is now most likely, industrialization will be still more imperative. The endeavor requires definitions and significant changes. To attempt this task one needs a vision of the future, a vision of Venezuela in the year 2000. Venezuelans cannot build a future without clear goals, without a national will, without social consensus and without a strategy that transcends the period of one administration.
