This book provides a first-hand account of policymaking and implementation in the real world. The author, whose distinguished career in the government and the Central Bank of Korea spanned more than thirty years, brings to life the many competing forces that influence virtually any economic policy decision. He describes his experiences in: 1) identifying policy issues; 2) evaluating international experience; 3) assessing national constraints on policy implementation; 4) selecting policy options; and 5) sustaining policy implementation. The memoirs also illustrate how institutional mechanisms, such as the recruitment, promotion, and motivation of a dedicated civil service, can contribute to socioeconomic development.
