The main purpose of this conference was to survey the new directions for solving QCD strong interaction problems and apply various approaches to the hadron physics where abundant experimental data are available. The world experts in theory and experiment presented the most recent development on diverse topics. The conference was useful especially to the young participants because they could see the variety of available new directions and gain some insight to pursue their future researches.

The first half contains six lectures presented during the June 1999 school. The subjects are light-cone quantization and commensurate scale relations, transverse lattice gauge theory, attempts to derive the properties of nuclei using light front techniques, discretized light-cone quantization and the effective interaction in hadrons, SDLCQ supersymmetric discrete light cone quantization, and instantons and spin physics. In the second half are 40 papers presented during the 12th Nuclear Physics Summer School and Symposium and the 11th ILC Workshop both held the subsequent week. The papers present recent development in six areas: light-cone field theory, new methods in nonperturbative QCD, phenomenology confronting QCD, effective field theory in hadrons, high temperatures and density QCD, and critical experiments testing.
