History Of Modern Germany 1800-2000
În anul 1800, Germania era un imperiu improvizat alcătuit din sute de mici principate, oraşe libere, precum şi domenii ecleziastice şi aristocratice, care încă din 1512 purtau solemnul titlu de Sfântul Imperiu Roman de Naţiune Germană. Voltaire remarca sarcastic că acesta nu era nici sfânt, nici roman şi, desigur, nici imperiu nu prea era. Cât despre „german“ – acest cuvânt nu însemna mare lucru în vremurile acelea. Dintre statele germane, doar Austria şi Brandenburg-Prusia aveau însemnătate, iar Prusia nici măcar nu era parte din imperiu. Totuşi, imperiul avea numeroase calităţi, structura sa federală servind drept model părinţilor fondatori ai Statelor Unite, dar se afla într-un implacabil declin şi era impermeabil la reforme. A fost cotropit de armatele Franţei revoluţionare şi reorganizat sub Napoleon. Istoricul Thomas Nipperdey îşi începe monumentala sa istorie a Germaniei secolului al XIX-lea cu o expresie memorabilă: „La început a fost Napoleon.“ Ca mai toate aforismele de acest fel, este doar pe jumătate adevărat: aceasta nu a fost o a doua creaţie, dar într-adevăr a marcat sfârşitul imperiului şi transformarea semnificativă a geografiei politice a Germaniei. Napoleon a silit şaisprezece „mici sultanate“, cum dispreţuitor le numea marele reformator, baronul von Stein, să formeze Confederaţia Rinului, mărind astfel mult Bavaria, Württemberg şi Baden, în speranţa de a crea o a treia Germanie care să contrabalanseze importanţa Austriei şi a Prusiei. Confederaţia a fost reformată după modelul francez, adoptând progresistul cod civil napoleonian; pe de altă parte, în Prusia reformele aveau drept scop întărirea statului, astfel încât, în cele din urmă, să poată elibera provinciile aflate sub ocupaţie franceză. Aceste reforme şi lupta împotriva Franţei aveau să se afle la temelia puterii prusace în noul secol, iar în 1871 aveau să conducă la formarea unei noi Germanii. Pe parcursul acestui proces, liberalismul progresist din primele decenii ale secolului al XIX-lea avea să se transforme treptat într-un naţionalism tot mai reacţionar.
