An international team convened by the World Bank's Human Development Network reports finding from their recent study of secondary education worldwide. Coverage includes an overview of the historical background of secondary education; the direct benefits and externalities of secondary education; the challenges faced by developing countries seeking to upgrade the quality and relevance of their educational systems; major socioeconomic factors shaping specific country responses to the challenges; the response from the teaching profession to the challenges; options for increased and more sustainable funding; and governance issues and the redefinition of central/local level relationships.
