Challenging critics of the New Right, Kershaw (U. of British Columbia) argues that the recent convergence in political thought, which treats fulfillment of social obligations as a condition for social entitlement, actually needs to be advanced further to integrate care as a constitutive responsibility and right of social citizenship that binds men as much as women. This development, he says, would complement the attention that policy circles presently pay to employment duties and human-capital acquisition, by integrating a new analytic dimension concerned with caregiving throughout all social citizenship commitments.
