Williams, Lafeber ve McCormick isimleri en çok anılan Amerikan revizyonist tarih ekolü yazarları. Amerikan dış politikasının serbest pazar ve açık kapı stratejilerini kendi egemenliğini, zenginliğini genişletmek için pervasızca kullandığını anlatan yazarlar. 1970 sonrasında ABD'de gelişen "yeni sol" solculuğuna da yakınlık duyan isimler bunlar.
McCormick herhalde bunlar içerisinde en az solcu olanı. Kitabının temel düşüncesini Wallerstein'ın "dünya sistemleri" teorisinden almış ve Amerikan dış politikasının 50 yıllık bir özetini bu çerçeveden, zaman zaman da Marksizmden faydalanarak sunmuş. McCormick dünyayı merkez, yarı-çevre ve çevre olarak bölen küresel bir kapitalizmin 16.-17. yüzyıllardan sonra ortaya çıktığını, 1945 yılından itibaren de bu küresel kapitalizmin hegemonik gücünün ABD haline geldiğini ileri sürüyor. Tüm dış politikasını da SSCB karşısında dünya kapitalist sistemini ayakta tutmaya ve onun merkezinde kalmaya dönük olarak şekillendirmiş.
İlk baskısını 1989 yılında yapan kitabında ABD hegemonyasının 1970'lerin ortasıyla birlikte krize girdiğini ve yok olmaya yüz tuttuğunu yazmış. Alternatif rakipler olarak da Avrupa ve Japonya'yı göstermiş. Öngörüleri pek tutmuş gibi görünmüyor. ABD hegemonyası kitap yazıldıktan 30 yıl sonra da devam ediyor.
Yazarın sunduğu çerçeve düşündürücü emperyalizmin dış politika kararlarının dış dengeler kadar iç dengeleri de gözetmesi gerektiğinin örneklerini güzel veriyor. Fransa'nın Avrupa'daki ABD hegemonyasına meydan okuması, Çin Devrimi ile birlikte Asya'da dengelerin değişmesi ve emperyalizmin bunlara karşı aldığı önlemler ilginç. Bununla birlikte kitapta yeni-sömürgelerdeki halk hareketlerinin ve bağımsız ulusların devler savaşında kukla olmaya indirgendiğini hissettim.
