James D. Bulloch comes across as a brilliantly educated man. It takes me by surprise to find such an articulate person advocating the legality of states rights as justification for secession. He maintained a view of slavery as a cultural virtue and devoted himself to serving the confederacy.
The Civil War is a sad tale of course, but his account of the post-war years was eye-opening. He did not take an enlightened stand in favor of racial equity, but his observations on sheer ineptitude shown by the Federal Government in its administration of recovery in the south sounds so contemporary... could be New Orleans or Baghdad in 2008.
