Export controls have become an increasingly important foreign policy tool. The authors of this important new work focus on how the United States used export controls during the seizure of American hostages in Iran, the Soviet invasion of Afghanistan, and the declaration of martial law in Poland. They address the legal issues related to the use of export controls as well as the broader policy issues. Necessarily a slog to read, insofar as all the arguments presented are inherently and foundationally wrong, building on each other in a towering Babel of terribleness; but also an interesting window into the origins of flawed intellectual frameworks that long outlived their original context.
