This document presents the findings and conclusions of a seminar held in Kampala, Uganda in May 1992 to review the experience of Anglophone Africa in designing and managing poverty reduction programs and projects. Seminar discussions reflected the growing concern of donor agencies and governments over the need for more cost-effective and equitable methods of increasing the participation of the poor in social and economic development programs. The seminar was attended by country teams from Ethiopia, Ghana, Kenya, Malawi, Mozambique, Uganda, and Zambia. The Kampala seminar brought together teams of planners, researchers, trainers, and government and NGO managers to: (i) review experiences with social action programs; (ii) identify some of the key issues; (iii) develop guidelines for improving the identification, design, implementation, and sustainability of these programs; and (iv) begin to prepare a follow-up training program at the regional and national levels.
