On the planet Stentor, silence is not only golden; it is the key to maintaining peace in world devastated by a great war. Each day the din grows more deafening. When Captain Sulu and the crew of the U.S.S. Excelsior are summoned to investigate sub-space interference emanating from Stentor, Sulu and his communications officer Terra Spiro discover that the Ghazi actually believe the signals are the voices of the gods, and Sulu must disabuse them of this belief before the noise drives Stentor to war.

Star Trek Captain Sulu's Adventures: Cacophony
I was pleasantly surprised with A Flag Full of Stars, finding it to be an enjoyable adventure with characters I found to be quite interesting. Even an implausible finish to the story didn't detract too much from my enjoyment, and it was fun to see Kirk in a situation other than starship command, and still succeeding brilliantly. Plus, there is a kitten in the story, and who wouldn't love that?
