The second-largest country in the world, Canada was created by another foreign power for reasons of its own that had little to do with Canadian desires and nothing to do with natural geographical boundaries. And so, beset by political handicaps, a harsh climate, and a divisive geography, a disparate Canada, with one-tenth as many people as its American neighbor in 110 percent of the space, set out to build a modern, independent country in the economic, military, and cultural shadow of the world's two superpowers, the United States and the Soviet Union, both next door. The fact that it accomplished this task at all without a military revolution, without a civil war, and without the overthrow of any government denotes an impressive amount of skill and grace. But it was also accomplished without much attention even within Canada.
