In the first twenty-five years of African independence the behavior of the African state elites has not been, with a few notable exceptions, conducive to self-sustained development. What are the reasons for this sorry state of affairs? What are the prospects for positive change? These are the two overarching question that this book attempts to grapple with. A watershed seems to have been reached in Africa; the international community has an important constructive role to play to build a rational and public-spirited state in Africa that would be more responsive to the needs of the people.
