Foundations of Financial Markets and Institutions
I found this book easy to follow, not excessively quantitative, and still relevant 15 years after it was published. While many things have changed (deregulation), I think it did a decent job of covering the basics really well.
My biggest frustration was the constant self-references. Just about every page has a comment like "which we covered in Chapter 18" or "as previously discussed in Chapter 12" or "the discussion of which we'll postpone until Chapter 20", etc. etc. It felt like too much of the text talked about, well, where they talk about things. It made the tone more academic than was necessary -- we can use an index if needed.
